Research Outline

In response to the rapid decline in the birthrate and the aging of the population, Japan has begun accepting more foreign workers, and this has brought to light various educational challenges faced by children with foreign backgrounds. Some of these children are expected to remain in Japan in the future and become individuals who will support Japanese society. Therefore, it is necessary to establish appropriate support systems to ensure that they can fully participate and thrive as members of society.
However, through my previous work in “mother‑tongue support,” as well as research related to heritage‑language education and family language policy, it has become clear that cooperation among stakeholders such as those involved in mother‑tongue and Japanese‑language support, parents, Japanese schools, and local governments is insufficient.
To address this lack of coordination, I believe it is essential to build a support network for children with foreign backgrounds. By identifying the needs and beliefs of each group of stakeholders, and by quantifying and visualizing their respective challenges and needs so that they can be more easily communicated to one another and to administrative bodies, I aim to promote the establishment of such a network.
